The European TikTok Shop landscape moved fast through 2024–2026. What started as a UK-only rollout now spans multiple EU markets, each with its own regulation, payout infrastructure, and creator pool. This guide is the current state of play.

Brands entering Europe from the US generally make one of two mistakes: treating Europe as a single market, or trying to launch in too many countries at once. Each country needs its own entity setup, VAT registration, creator pipeline, and content compliance review — and the EU's Digital Services Act adds enforcement teeth that didn't exist three years ago.

Country-by-Country Status

UK (live since 2021, mature market, 50%+ of European TikTok Shop GMV). Ireland (live, expanding). Spain, Germany, France, Italy (live with rolling category expansion). Entity & VAT Setup

Each country requires a local business entity (or qualifying foreign entity), local VAT registration, and a designated EU representative for non-EU companies. The UK uses HMRC VAT registration; EU countries use country-specific or OSS (One-Stop Shop) registrations. Plan 4–8 weeks of legal/accounting setup before going live.

DSA & GDPR Compliance

The EU's Digital Services Act (DSA) requires content moderation, transparency reports, and trader verification for online marketplaces — and TikTok Shop sellers inherit obligations. GDPR governs customer data: collection, storage, and right-to-erasure flows. Both are enforced. Non-compliance risks shop suspension, not just fines.

Creator Pool: Doesn't Transfer

A UK creator audience is largely UK-only. Spanish, German, French creators are distinct pools with distinct content norms, language requirements, and platform behaviors. Plan separate creator outreach campaigns per country — TAP and Targeted Collaboration work the same mechanically, but the creators are entirely different people.

Recommended Entry Sequence

For US brands: UK first (English-language, large GMV, mature creator pool), then Ireland (English-language EU foothold), then choose 1 of Spain / Germany / France / Italy based on product fit. Don't launch four EU markets simultaneously — your operational and compliance overhead will exceed the GMV upside.
